A UCITS equivalent is a Europe-domiciled ETF (usually Irish or Luxembourg) that tracks the same index as a US-listed ETF, or the closest available one. Because it is a UCITS fund with an EU key information document, investors in the UK, EU and most other non-US countries can buy it when the US original is blocked.
US-domiciled ETFs don't publish the PRIIPs key information document (KID) that EU and UK rules require for retail investors, so brokers block the order. It isn't illegal to own them — you buy the UCITS equivalent instead, which gives the same exposure.
Usually, yes. An Irish-domiciled UCITS ETF pays 15% US withholding tax on US dividends inside the fund under the Ireland–US treaty, with nothing further withheld when it pays you. Holding a US-domiciled ETF directly typically means 15–30% withholding on each distribution, and US estate tax can apply to non-US investors holding more than $60,000 of US-domiciled assets. UCITS funds avoid that exposure. Your own country's tax rules still apply.
